[nem-en] mantis upgrade

Hi,

I have upgraded (among other things) our mantis bugtracker last night.
If you're getting too much mail from it, please go to [My Account] page
in mantis and disable mail delivery there. This shouldn't happen, but... 

We have also upgraded mailman and subversion servers, but this doesn't
seem to cause any problems (except for mailman screaming about -1
pending moderator request, but this has been already fixed :-).
