[nem-en] Moving to nemerle.org/svn

[NoiseEHC]

I have downloaded Anderi's one and stopped at integrating it to my 
latest version (which was updated to the latest VSIP SDK) since
I did not have time to do that. So simply delete the existing tree 
(preferably move to a .\old subtree) and simply overwrite the root.
Later I will move Andrei's modifications to the RSDN tree.
