Kamil, use CygWin for build process is a bad idea. CygWin very hard to
download, install and configure.

MSI is only Windows technology, and I think will be good idea build it by
MSBuild (or NAnt as a last resort).

Today in order to build compiler in Windows PC a people should download
source from svn and run BuildAndReg-1-phase.cmd. It's simple and people use
it.
