[nem-en] Building msi

I was talking about VsIntegration - looks like building it in Release
mode with added Doc generation does not work (using MSBuild task). But
I think that we can ignore it - xml docs won't be needed for release
of the package, since those dlls (compiler utils and
nemerle.visualstudio) are just used by integration and I think nobody
will develop against them using this installation.
